RAMP programme to encourage strategic investment plan: MSME Secretary Swain New Delhi, Mar 3 (KNN) The Raising and Accelerating MSME Productivity (RAMP) programme will encourage strategic investment plan which will be State, UT and sub-regional specific said, MSME Secretary B. B. Swain at the Post Budget Webinar on Make in India organised by DPIIT on Thursday.

“This will also improve Centre-State relationship as it will be mutually beneficial as this programme will bring in strategic investment,” he added.

Access to finance and capacity building are the two most essential concepts of this programme whose rollout was done by Finance Minister Nirmala Sitharaman in her union budget speech FY22-23, Swain said.

He was addressing the third session which was on MSMEs as the growth engine for Indian Economy.

The key focus sectors for the session were furniture, leather & footwear, gems & jewellery, textiles, food processing and the focus states were Haryana, Madhya Pradesh, Assam and Tamil Nadu.

The MSME Secretary has stated that a lot of things pertaining to RAMP programme are yet to be institutionalised, hence we expect stakeholders to contact us with suggestions and recommendations.

Responding to queries regarding MSMEs, Swain said, “Government has put key MSME enablers in place especially with regards to credit and technology in enhancing productivity. The MSME Champion Scheme helps MSME to provide acquiring digital identity. ”

“With regards to PLI, we have carved out particular areas for MSMEs and one of the prominent success is that there has been an increase of SC, ST and women entrepreneurs in the sector which has always been the target of the Ministry,” he added.

The officials of Industries and Commerce of Haryana stated that so far 28,928 registrations have been made on the Haryana Udhyam Memorandum (HUM) and it has not yet been integrated with the central Udhyam portal but it will first be integrated with the state level portals.

Emphasising on ease of doing business, Rajiv Chawla, Chairman at IamSMEofIndia said, “To improve the ease of doing business at grassroots for MSMEs to progress State governments have to bring reforms and their industrial policy must align with the union government. ”

Further States must find ways to support MSMEs with regards to environmental compliances, Chawla added.
Highlighting the significance of MSME sector in the North East, Jahnabi Phookan, Past President FICCI FLO said, “Cultural and behavioural interventions to nudge the sector towards entrepreneurial growth mindset is important. ”

Vinod Kumar, President at India SME Forum was the moderator of the session, and sectaries of commerce, textiles and food processing and various other stakeholders and MSMEs attended the session.
